LIA Board Meeting

                                                  December 9, 2009

 

The regular meeting of the Board of Directors of Lake Iroquois Association convened at the clubhouse on Wednesday, December 9, 2006. The meeting was called to order by President Aders at 7:10 pm. In attendance: Aders, Rodriquez, Ostrowski, Garbaciak,Martinez and Popa. 

 

The Board meeting opened with the Pledge of Allegiance. President Aders then asked for a moment of silence for the Johnson's.

 

Minutes of prior meeting: Ostrowski objected to the wording of November Roads and Building report items #4, #7 & #8 as being misleading. Therefore the association was given an inaccurate account of the points listed.

 

Garbaciak moved, seconded by Martinez to accept the minutes as amended. Motion carried.

 

Correspondence:

 

A note was received from Bill Willis acknowledging the Board's expression of sympathy in his wife's death. 

 

Letter from Auler Law Offices concerning erosion on Mr. Specchio's property. Matter will be addressed by our lawyers. There is no recollection of prior correspondence. 

 

There was some concern about the lake level. Lake was let down for the winter, so the high water level we had all year will not do damage to the shore line, docks and piers. It has been lowered 9" from full pool and has been stabilized. The spillway was carefully watched/monitored during this important operation.

 

Finance: Rodriquez 

 

From November 11, 2009 - December 9, 2009 disbursements totaled $65,329.06.

 

Larger disbursements include $10,985.91 to Grays Material for road work, $17,726 to Insurance Providers Group for LIA's Liability Insurance and Umbrella Policy, $4,594 to The Cincinnati Insurance Company for Workmen's Comp., $1,441.91 to Logan Hollow Fish Farm for restocking, $11,800.89 cumulative to Iverson construction, Jay's Plumbing and Kirchner's for work on the bath house at the

pool.

 

As of November 30, 2009 LIA has $708,261.20 in recorded assets.

 

The Budget vs. Actual report for April 1, 2009 - November 30, 2009 shows $315,093.30 in Total Income and $218,293 in Total Expense.

 

Financial reports are available for review by any member of LIA at the office upon request.

Martinez moved, seconded by Garbaciak to accept the financial report. Motion Carried.

Motion by Popa , seconded by Martinez that Bookkeeping and Taxes be separated from Treasurer's position and contract someone to perform those duties. 4 yeas, 0 nays, 1 abstention. Motion carried.

 

Garbaciak moved, seconded by Martinez, to contract with Rodriquez, on a part-time basis, with variable hours, to perform bookkeeping and taxes and to remain as Treasurer until Treasurer's position can be filled.

4 yeas, 0 nays, 1 abstention. Motion carried.

 

Recreation: Ostrowski

 

A google map was presented of LIA to verify the area(s) to be used for walking and atv use.

 

I am following up on information given from the Paxton Park District on who they use to install diving boards and training in testing pool chemical levels as required by the DPH. 

 

The pool house work is almost complete. Invoices were submitted via e-mail. As a whole the project came in under budget.

 

Shorelines will be checked in the spring. 

 

Motion by Garbaciak, second by Rodriquez to accept the Recreation report. Motion carried.

 

Roads & Buildings: (Temporary Chairman working with existing committee)

 

Permit for Sandra Wilson for Riley Home on Lots 262B & 263B - Pending due to drainage issues

 

Letter to Louie Sanders, Loda Township Road Commissioner - 

 

Motion by Rodriquez ,2nd by Martinez to withdraw motion to send letter. Motion carried.

 

Aders will speak to Mr Sanders personally. 

 

Replacement of poles will continue in the spring. 

 

Motion by Garbaciak, 2nd by Popa to accept the Roads & Building report. Motion carried.

 

Water/Wastewater: Garbaciak

 

Last month we pumped 1,368,000 gallons of water - 227,700 more than last month and 167,450 more than last year. Increase was primarily caused by some extensive repairs to our water system, i.e. valves, meters and piping. This should level out next month.

 

 

ERH monthly report: Copy in office for review.

Water tower project - we are still waiting for final repairs. Ladder to top of tank was shipped today (confirmed by Greg Gustafson/Foth). It had to come from Canada. We hoped to still get this done by the end of the month.

 

Light on tower - Greg Gustafson was out on Nov 29 to remove old light and back on Dec 6 to replace new light assembly. We may need a new photo cell (?) or electrical supply problem. Have called Mays Electric to check power supply at power box and circuit breakers.

 

New Water Plant - We have been approved and received permits to proceed with project. We also received notice that Iroquois County wants in on the action, fees for permits $125.00 for SWCD (soil and water conservation district) and $400.00 for Zoning and Planning Dept. Checks and forms have been sent.

 

We have also received notice for a conditional use permit, hearing December 29,2009 at 7:00 pm in Watseka @ County Board room. Dave Shafer (Shive-Hattery) and I will be attending. Any Board members are welcome to attend.

Security: Martinez

 

Severe weather warning system: Greg Weller of Bayles Lake said their community is not interested at this time. This is tabled for now.

 

Total hours worked:

 

 1 pet recovery/return 1 hour

 3 phone complaints:

 Neighbor's disagreement - 1 incident

 Noise complaints - 1 incident

 Speeding - 2 incidents 5 hours

 Office work 2 hours 

 Security Patrol 12 hours

 Total hours: 20

 

Estimate will be obtained for repairs on gator, tune-up, 2 seats and 2 front tires.

Facilities Operations Manager:

 

25 posts were replaced on Iroquois Trail. New brackets were drilled to hold cable.

 

All equipment winterized.

 

Buildings cleaned up and organized.

 

Spreader repaired with new auger chain.

Four 6x6 posts in southeast corner of maintenance shed, four 2x12x16 on one side and four 2x12x20 on other side to move sand to that corner.

Replaced bad piece of soffit on gatehouse.

Inventoried street signs and placement of extra signs.

Lock on Spillway gate.

Inventoried equipment LIA has on hand.

 

Steve Reynolds resigned verbally to Aders on December 6, 2009. Dave Hildenbrand will work until board makes a decision.

 

Old Business:

 

Impact Fee: Garbaciak moved to temporarily suspend impact fees on remodeling of driveways or landscaping until annual meeting to allow membership participation. Second by Ostrowski. Motion carried.

 

New Business:

 

Motion by Popa, second byMartinez to set a donation of $50.00 for bereavement for residents of Lake Iroquois, Motion carried.

 

Motion by Martinez, second by Popa to establish a $100.00 petty cash account to be used by office. Motion carried.

 

Garbaciak moved, seconded by Popa to go into executive session at 10:45 pm. Motion carried. 

 

Reconvened in regular session at 11:00 pm. 

 

Motion by Popa to adjourn at 11:12pm, second by Rodriquez. Motion carried.
