LAKE IROQUOIS ASSOCIATION
                                                       July 19, 2005 Board Minutes
 
The regular meeting of the Board of Directors of Lake Iroquois Association was convened at the Clubhouse on July 19, 2005 at 7:09 p.m.  Present were:  David Hildenbrand, President and presiding officer;  Floyd Woolridge;  Mark Portwood;  William Miller;  and Norma Matson.  Absent were:  Phil Iverson and Raymund Theron.
 
By motion of Portwood and second by Matson, the minutes of the June 9, 2005 Board meeting were accepted with the following corrections:  under Recreation, omit "for an average of 75 per day";  under Finance, omit "LIA could possibly purchase the property".  Motion carried. 
 
CORRESPONDENCE - Homeowner of  97A  requesting compensation for costs of repair of water damage to basement and clean-up, due to blockage of partially collapsed LIA sewer main.
 
RECREATION - Iverson absent - Sandi Ostrowski reported purchase of new basketball backboard, hoop, and net, authorized by funds appropriated in the budget. 
 
ROADS AND BUILDING - Miller - Building Permits:
                           19A - 129 Mohican Lane - John Sullivan, addition to boat dock
                           491B - 133 Mohawk Drive - Lance Freeman,  garage
 
WATER-WASTEWATER - Theron absent - Webster reported 1,907,721 gallons of water were pumped in June;  41,529 gallons less than the previous month. 
 
MEMBERSHIP - Matson - New Members:

SECURITY - Portwood - Security officer Bill Willis worked 77 hours in June.  Issued 18 verbal warnings for violation of water restrictions;  issued 4 written warnings for violation of water restrictions;  one unlicensed vehicle warning;  one suspension of membership;  2 "no wake" verbal warnings;  one inoperative vehicle warning;  verbal warning - pet on beach;  2 vandalism reports;  verbal warning - unregistered 4-wheeler, no helmet, no flag, speeding;  denied access to lake of renter who has not applied for LIA membership.    Additional boat stickers are needed and have been ordered.
 
FINANCE - Woolridge - Motion by Woolridge, second by Portwood, to pay July bills of $17,743.29.  Motion carried.
Motion by Woolridge, second by Portwood, to pay bill from Merle Roy of $3,604.07  for repair of collapsed sewer main.  Motion carried. 
Mark Webster used vacation time from June 27 to July 1.   
Woolridge, Iverson, Portwood and Webster met with the agent for Illinois Public Health.  He stated that " to allow anyone under the age of sixteen years old without a certified lifeguard on duty is not allowed".  No waiver can change the rule.
Requested consideration of appointing an AdHoc committee to research pool monitors Vs. lifeguards , and pool management procedures.  We will spend over $6,000 for Pool Monitors and Pool Coordinator.  This figure does not include the normal day-to-day operation costs.   
Woolridge asked the Board to consider the following:  Next year hire lifeguards;   Charge an entrance fee for everyone using the pool;  Charge an entrance fee for authorized guests;  Pool rules and emergency policy should be written and approved by the LIA Board. 
The list of delinquent members is getting shorter.  Char Mott was thanked for her work to reduce this list. Four members have declared bankruptcy.  We have bankruptcies for $10,883.65 and $12,229.99 write-offs for Tax Sale property.  We have close to $20,000 currently delinquent on the books that are collectable.
The contractor who damaged our property on Blackfoot Drive has paid $300.00 towards his bill.   
Thank-you was expressed to Security officer Bill Willis for the successful unlicensed/inoperable vehicle clean-up.  Do we want to re-write the Paxton's Abandoned Motor Vehicles code to make it apply to our community?
Attorney Dale Strough is preparing the paperwork to sell LIA Lot 456B to Jeanne Peterson for $1500.00.
We need to move forward on the Engineering Study of the water and wastewater plants, to find out what the cost will be to upgrade these facilities, so we can be assured of clean water for the future.
The QuickBooks program and the new printer are working well.  We will order checks this coming week.  We are now able to write the monthly checks. 
 
AD HOC COMMITTEES
RULES AND REGULATIONS - Sandi Ostrowski - The Committee met June 28.  Ostrowski offered the following comments:  The age of admittance to the pool without adult supervision could be lowered from 17 (current LIA rule) to 16 (state law minimum) without any need for parental release forms.  The law does not set any limit on the age or number of guests a 16 year old ( or any person above 16 as well) could sign in to the pool.  This is something the LIA Board could consider:  If the sixteen year old could only sign in LIA 14 and 15 year olds in good standing, we could accomplish the same objective as proposed in May without need for paperwork, yet within the boundary of the law.  Approving this for the remainder of the season would give us a good base line for planning objectives for next year. 
The LIA Handbook was hand delivered around the lake in late June, and will be mailed to nonresidents.  Copies may be obtained by contacting the LIA office.
The committee continued reviewing the LIA Building Handbook.  The current new Construction Permit will be compared and adjusted in the handbook so they both agree.
The committee would ask Mark Webster, a plumber, a contractor, and electrician (ideally residents at LIA) for their expertise and input on specific topics addressed in the handbook and construction checklist used by the committee.
The committee discussed without decisions:  permits for fencing and other landscaping (will check communities like Bayles Lake to compare);  the possibility of limiting unsold spec homes per contractor.
FISH COMMITTEE - John Sullivan - The committee requests that LIA post updated fishing information signs at the beach, marina and fishing lake, and suggests that for the fishing lake only, the limit per day per person include the restriction of 10 crappies and 10 bluegills. 
Woolridge moved, second by Matson, that the limit of 10 crappies and 10 bluegills be added to the fishing rules sign for the fishing lake only.  Motion carried. 
Woolridge moved, second by Portwood, to have three signs made, at approximate cost of $35.00 each, to read as follows:

The motion carried.
Fish shocking on the main lake was scheduled for July 20.
 
FACILITIES ENGINEER - Mark Webster - Roadwork on Choctaw Trail will begin next week.  Re the sewer back-up on Iroquois Trail,  a video inspection revealed a partially collapsed sewer section, 18 feet deep, which was repaired. 
The Department of Public Health gave our pool a good report.  The shower houses are being painted.
 
OLD BUSINESS
Portwood reminded that the shoreline repair deadline is August 1, 2005.
A resident with an inoperative, unlicensed vehicle has received one verbal and two written notices, and will be invited to a special meeting of the Board.
A contractor who asked for a front variance of 12 feet, at the June meeting, was asked to submit a building permit application and a drawing showing the lot dimensions and the dimensions and location of the proposed structure on the lot, so the Building Committee could consider the request for a variance.
Discussion of unmowed vacant lots which are mowed by LIA when monthly deadline is passed:  Question whether the lot owner should be billed each month, rather than at year-end, to obtain payment for services that LIA is currently paying for.
 
QUESTIONS-COMMENTS FROM MEMBERSHIP
LIA should contract rates with one garbage hauler to serve all of the community, to eliminate the duplication of heavy garbage truck traffic which contributes to road damage.
Everyone should get Board approval prior to spending money on behalf of LIA.  
Seasonal helper will be informed of areas around the front gate and guard house that should be mowed.
There is a water leak in the wall between the men's and women's shower rooms at the pool.
Graffiti was observed on the mirror in the men's shower room.  
Algae growth on the fishing lake has increased, and needs to be treated.
