LIA 6-21-09 MEETING

 

            President Aders called the meeting to order at 8:07pm. Board members present were: Aders, Garbaciak, Martinez, Rodriquez, Ostrowski, Widmer and Willis with 9 members in attendance. This meeting was called by President Aders to review and decide how to proceed with water and sewer responsibilities after June 25th, Mark's last day.

 

            The committee formed on June 11th has reviewed Mark Webster's proposal. As a committee member Jerry Widmer presented information collected with three options for board consideration. A competitive package LIA would offer shall include: base salary and benefits.   LIA can not belong to the Illinois Municipal Retirement Fund because LIA is not a municipality, therefore unable to offer IMRF as a retirement incentive in recruiting qualified individuals. Tracey Rodriquez will compile an operation cost   for  two positions: part time operation manager and full time water/wastewater engineer to include salary and benefits . The board was in mutual agreement not to make a hasty decision in filling the w/w engineer position due to ongoing and pending projects.

 

            For a short term transition period Steve Garbaciak motioned, 2nd by Martinez to hire Mark temporarily at $20 per hour ($30 for emergency calls) for a weekly adverage of 15 hours per week to do IEPA specific sampling, water reports and record keeping and routine maintenance in keeping plants clean and orderly, hauling sludge,  and consults with Shive Haterly until a new service, company or contractor is found, carried.

 

            Not included are the sewer collection system including the lift stations or water distribution including taps and curb stops. These will have to be outsourced. The Sensephone installation will also have to be put on hold at this time. A note will be put in the Arrowhead asking  members to watch for and report red warning lights to Steve Garbaciak.

 

           Due to the need for clarification on contract and financial status, Garbaciak motioned, 2nd by Willis to go into executive session at 8:27pm, carried. Garbaciak motioned, 2nd by Ostrowski to come out of executive session at 8:50 pm, carried. Garbaciak motioned 2nd by Martinez to pay Mark Webster what he is due up to June 25th , his final day. LIA upon receiving money owed by Mark Webster, will issue a check for two weeks vacation cutting all ties to Mark Webster's contract with LIA. Willis will call EIEC about downed power lines at the beach area. Garbaciak motioned, 2nd by Willis to adjourn this meeting at 9:05pm, carried.
