June 11, 2008 Board Meeting Minutes
The regular meeting of the Board of Directors of Lake Iroquois Association
was convened at the Clubhouse on June 11, 2008 at 7:05 p.m. Present were: Phil Iverson, President and presiding officer, Steve
Garbaciak, Carol Hildenbrand, Ramon Martinez, Sandi Ostrowski, Tracy Rodriquez and Bill Willis. Mark Webster and 11 guests were
also present.
The Board opened the meeting with the reciting of the Pledge of Allegiance.
A motion was made by Willis, seconded
by Hildenbrand, to approve the May Board meeting minutes. Motion carried.
CORRESPONDENCES
- Iverson advised of a correspondence from Mr.
& Mrs. Beck regarding mowing along Iroquois Trail. The issue has been addressed.
COMMITTEE REPORTS
RECREATION ý
Ostrowski
- Fishing Pond Treatment ý The next algae
treatment is scheduled for Thursday, June 12. Bill Hancock will be getting a water sample to check the nitrate, potassium and
phosophorous levels. Aeration information is being reviewed by the Board.
- Pool ý Opened on May 31st. First person in the pool was Travis Wagner. Pool temperature 62F. Water aerobics started
June 9th. Sonda Popa will oversee water aerobics this season. Walt Willis is doing a great job as pool coordinator, security,
and seasonal help.
- There are pool toys,
sand toys and lawn games available for members to use while visiting the recreation areas.
- Beach ý The fence has been removed. 30 tons of mason sand has been placed at the beach. Ostrowski recommended that more
mason sand be placed at an approximate cost of $1000. Two crank umbrellas will be placed on picnic tables at the beach and the
pool. A motion was made by Ostrowski, seconded by Rodriquez to purchase an additional 60 tons of mason sand for the volleyball
court at the beach. Motion carried.
Willis made a motion, seconded by Garbaciak to accept the Recreation report. Motion carried.
BUILDING & ROADS ý (Willis)
- Robert Lafrey,
- Lot 184A, 185A, 123 Dakota (house), Bruce and
Jan Emmerling, asking for a 4 foot variance from the water. Willis made a motion, seconded byHildenbrand to approve the
4 foot variance on the water side. Motion carried. A member asked about drainage concerns at this property.

WATER-WASTEWATER ý Garbaciak
- Approx. 1,448,380
gallons of water were pumped in May. This was 186,450 gallons more than last month and 602,700 gallons less than last
year.
- Mark Webster attended
school last month which was very informative for him and valuable to LIA.
- Normal maintenance was performed on water and wastewater plants.
- Tremendous amounts of rainwater caused the alarm system at the main wet well to go off due to the levels rising. Both pumps
continued to work and Webster monitored them continuously and no back-ups occured.
- The new control panel project is underway. Hildenbrand advised that $15,000.00 was budgeted and the bid they chose came out
to $16,664.00. The company provides a three year parts and labor guarantee. Garbaciak made a motion, seconded by
- The smoking of the sewer lines will take place when there is dryer weather.
- Big thanks to Dave Hildenbrand for helping Mark with the pool projects and filling in for him while Mark was at school.
- Webster will be on vacation next week. Dave Hildenbrand, Walt Willis and Bill Willis will help out in his absense.

A motion was made by Garbaciak, seconded by Hildenbrand to accept the Membership report. Motion carried.
SECURITY ý
- Willis worked
a total of 60 hours in May.

Garbaciak made a motion, seconded by Ostrowski to accept the Security report. Motion carried.
FINANCE -
Hildenbrand
- May 2008 bills totaled $27,526.13.
A motion
was made by Hildenbrand, seconded by Garbaciak to approve May bills (payable in June) of $27,526.13. Motion carried.
- Hildenbrand recommended using Cramer Siding
& Window Co. of Champaign for the windows being ordered for the clubhouse. Hildenbrand made a motion, seconded by Willis
to purchase the windows for the clubhouse at a cost of $10,800. Motion carried.
- Hildenbrand advised that 36 past due accounts
letters were sent. 5 warnings of water to be shut off if bills are not brought current. Hildenbrand made a motion,
seconded by Garbaciak to turn over 5 accounts to our attorney to be filed in small claims court for non-payment. Motion
carried.
- Hildenbrand advised that the money budgeted for Dave Hildenbrandýs hours for the year is almost depleted. The Board discussed
the issue and agreed that the limit will be lifted and Dave will be compensated for his work as needed.
- Hildenbrand brought up discussion of the need
to replace culverts along Iroquois Trail which lead to the sewer plant and the boat ramp area. Willis advised that they
are crushed and non- functioning. The cost for replacement is approximately $1500.
- Hildenbrand advised that there was not enough
money budgeted in this yearýs operating fund for the proposed dredging work, but that funds were available from LIA savings which was set aside for special projects or emergencies. Willis advised
that the Shoreline Committee inspected LIA property which needs addressing. The bid to dredge the spillway is $1,680.00. Trees need to be cleared along the Shoreline on Oneida Trail at
a cost of $2800.00. Shoreline along

Garbaciak to accept the Finance report. Motion carried.
FACILITIES ENGINEER (Webster)
- We were adding 4000 gallons of water to the pool
per day and are now adding an average of 400 per day.
- Ditch work is in process.
- Hildenbrand brought up a sinkhole in the field
behind the pavilion. Webster will check it.
- Iverson inquired of the timeline for road improvements. Webster has spoken to Grays and asked them to send LIA a written proposal. We are only doing seal coating this year. Discussion
followed regarding areas where there is construction damage which needs to be addressed.
AD HOC COMMITTEES
FISHING COMMITTEE
- Tournament was held with 15 fishermen participating.
- A tree was planted and memorial stone dedicated
in William Santeforteýs memory.
RULES AND REGULATIONS COMMITTEE
- They are continuing to read through the materials
and do not have a report to submit for this meeting.
OLD BUSINESS
- Garbaciak advised that the new truck has been
working out well for LIAýs needs. The dump body has saved many duplicate trips on the same project. One item that was
overlooked at the time of purchase was the need for Running Boards. The installed cost is approximately $300 at the truck shop
in
- Iverson was contacted by the fireworks committee
from Bayles
- Iverson brought up discussion a residence at
107 Seminole needing mowing. Emmett Behrens will mow as needed.
- Willis passed out a brochure from Boulder Designs
with examples of engraved boulders which could be considered for signage at the entrances to LIA.
NEW BUSINESS
- Char Mott advised of a benefit for Bob and Nancy Seamands on July 13, 1-4 pm. The benefit is to assist the family with
medical bills from Bobýs accident.
- Ostrowski thanked the Womenýs Club for the work
they did planting flowers and cleaning up near both entrance gates.
- Garbaciak advised that a Star Magnolia was planted
at the park in memory of
QUESTIONS FROM THE MEMBERSHIP
- Dave Meitz asked about the next algae treatment for the fishing pond. He advised that the algae goes very deep and the current
treatments donýt seem to be working. Discussion followed about the possibility of putting in grass carp. Webster will
ask the fish farm where we get our fish what they recommend.
- Diane Gerndt brought up discussion of pool use by members who are delinquent on fees. A current delinquent accounts list will
be placed at the pool. Ostrowski advised that if there is a complaint about the pool, she should be contacted with the monitorýs
name, the date, and the complaint so that she can address the problem.
- Willis clarified that the members who have received letters for delinquent accounts have been advised that their membership has been
suspended until their fees are brought current.
- Jerry Martin asked about the lake levels and if we have a policy on how high we keep the levels. Webster advised that he adjusts
the levels based on rainfall and early spring snow thaws.
Willis made a motion, seconded by Ostrowski to adjourn.
