LIA BOARD MINUTES

The regular meeting of the board of directors of Lake Iroquois Association was convened at the clubhouse on May 13th 2009 at: 7:00 pm. Present were: Steve Garbaciak, presiding officer; Darrell Aders, Ramon Martinez, Sandi Ostrowski, Tracey Rodriquez and Bill Willis.   Mark Webster and 16 guests were also present.

 

The board opened with the Pledge of Allegiance.

Correction to April 8th 2009 minutes under facility engineer report regarding lake water level:

"To acknowledge  full pool to be level with the spillway pad that the grate rests on as designed,  that the

water level is to be controlled by the spillway as designed, and in an emergency can be managed by the facility engineer as directed by the LIA board and all questions or concerns about the lake water level are to be addressed only to the LIA board of directors."

Motion to accept the previous month's minutes as amended was made by Willis , 2nd by Martinez, carried.

CORRESPONDENCES:

A letter from Courtney Schroeder was read. No follow-up needed.

A letter from Beck was discussed. LIA property has been mowed as weather permits. Some of these areas are inaccessible until the ground dries enough to support heavy mowing equipment. Please be patient.

Request for a 911 sign: The blue signs emergency responders use to identify property at Lake Iroquois are now the property owners responsibility to purchase and install as decided by the board many years ago.

COMMITTEE REPORTS

RECREATION: Aders: Inspection of the Merry-go-round revealed one of the four legs was broken. Mark Webster has welded it back together and is again operational. Contact has been made with Bill Hancock of Marine Biochemists in regards to the fishing lake. A two month pilot program of Bacteria treatment will begin on May 14th as a test sight behind the homes on the west side. Pending the successful completion of the test, the treatment will be extended to the entire fishing pond for the remainder of the season. Cost for new bacteria treatment is included in the 2009 contract. The committee has received eleven applications for pool monitor. We are considering hiring fewer monitors this year so we can provide a decent amount of hours as a summer job to a handful of individuals. Factors we are considering are those who have proven to be dependable workers and have no other summer job. We are researching the purchase of a Dolphin Robotic Pool Cleaner. The cleaner will vacuum and filter the floor, walls and waterline of the pool. It will operate automatically overnight when required. The cleaner can also be controlled by remote for spot cleaning as needed. Target date to open the pool is upon completion of the water tower project and after the tower is filled to capacity.

BUILDING AND ROADS: Willis:

Permits issued: 146A boat dock; and 93A designed culvert. Roadwork on Iroquois Trail from Pueblo to Oneida will start within the next month.

WATER WASTEWATER: Garbaciak: We pumped 875,750 gallons of water as of 4-20-09- when we started bypassing filters, softener and master meter. As you all should be aware of, our water tower renovation is in progress. Repairs are going on as planned. Again we ask for your cooperation on restricted water use. The main reason for this is that our tower holds 150,000 gallons of water verses the hydro pneumatic tank that we are now using which holds only 5,000 gallons roughly 3.3% of our normal supply. Please remember that we are on restricted water use until the project is completed. The new valves in our water supply line have been installed and are working. Mark has been overseeing Jet Co and Foth on the water tower work, doing routine maintenance and monitoring our water supply level in the hydro pneumatic tank. Special thanks to Dave Hildebrand for his help on many need projects. The sensa phones have arrived Mark will install them at our lift stations and have them up and running as soon as possible. Mark and I met with David Schaffer from Shive-Hatterly on 4-14, 4-29 and 5-11 to finalize blue prints on the new water and sewer plants and sign the project permit forms. This project is going very well. A complete copy of this report is available at the LIA business office.

MEMBERSHIP: Ostrowski: No new members.

SECURITY: Martinez: In April: 89 watercraft registrations, 33 vehicle registrations, 4 nonlicensed vehicle registrations, 2 pet registrations, 2 phone complaints, security patrol and office work for a total of 44 hours.

FINANCE: Rodriquez:

Routine charges and normal budgeted items will now be paid as received. Special purchases, or charges that exceed the budgeted amount will be held until the next regular board meeting for approval. Larger expenditures for the month include: $5,451 to Foth and VanDyke (Daily and Associates), $9,032 for two new valves, $5,377 for soil testing at the future water/wastewater treatment plants, and $21,200 to Shive Hattery engineering which will be recouped with the stimulus package.

April/May bills totaled: $68,887,83

Rodriquez would like to thank Amy Eishelman, a C.P.A., for her assistance and financial expertise in LIA financial matters, and Alan Dudley for setting up the quick books system for the association.

FACILITIES ENGINEER:  Webster: New drains will be placed in the pool house mens room  before pool opens on or about July 1st when water tower project is completed. A back up pump budgeted for the 2009 season will be ordered for the pool. Home owners and renters are responsible for knowing where their      shut-off valve is in case of a flood or other emergency. It is also a time when the facility engineers' expertise is needed elsewhere at LIA. It is not necessary to have the facility engineer or anyone in charge of water to do it for you.  Remaining information is covered under water/wastewater.

AD HOC

Shorelines: A plan has been submitted and approved for 99A to be completed by June 30th. Membership is to remain suspended until shoreline and back fines are taken care of. 198-199A is currently for sale, has not submitted a plan, but has paid the the fines to date.

Fishing committee: 1000  6"8" large mouth bass will be placed in the main lake only.

John Sullivan has offered to assist in overseeing the fish stocking for Lake Iroquois, and aquatic habitat and treatment of the fishing pond.

OLD BUSINESS:

Clarification on action taken on delinquent accounts was discussed. The By-laws state that a bill becomes overdue 30 days after due date. At that time a 10% late fee is added, a notice of suspension will be sent to the owner to inform them that their water will be shut off and a lien will be filed on the property 45 days after the account became delinquent.

Recycling: No other alternatives for recycling have been found. Aluminum and tin can be taken to the Loda junk yard by members interested.

$500 has been budgeted towards the Bayles Lake 4th of July fireworks show.  This spectacular display can be seen best from Lake Iroquois beach area. Bayles Lake has spent thousands of donated dollars each year to put it on. An account has been set up at Federated Bank for donations.

 NEW BUSINESS:

A member with 5 contiguous lots who are now paying 2 sets of maintenance fees approached the board requesting waiving the 2nd maintenance fee on an unbuildable lot.  This will be tabled until the June meeting so the board has a chance to research and view the property.

T.J. Riggins has been hired for summer help under the direction of Mark Webster.

It was noted that water is collecting in the yard behind 136 Mohawk (Nuss). Landscaping is unfinished on neighboring property because it is in escrow due to the death of the owner.

Concerns were raised about the obstruction of the rainwater drainage flow when the level of  a property is raised during construction. An elevated plan is required for a building permit.

 

Members are to use the full pool line at the spillway as your reference when installing a dock.

This is the only way to make sure you don't place it too low during a drought when the water level is below normal, or too high if the level is above normal. The lake will fluctuate all season to some degree. Garbaciak will paint a full pool line on the west side of the spillway for an easier reference.

Aders motioned to return to regular session at 9:00pm,  2nd by Garbaciak, carried.

Willis motioned to hire Mark to do the scheduled ditch work on Arapaho and Iroquois Trail using LIA equipment during his off hours at $25 per hour. Funding will come from money budgeted for the project. Willis will oversee the project and sign off on the work. Martinez 2nd, carried.

Rodriquez will check on different mobile phone plans to see which would best cover what is needed.
