LAKE IROQUOIS ASSOCIATION
April 11, 2007 Board Meeting Minutes
The regular
meeting of the Board of Directors of Lake Iroquois Association was
convened at the Clubhouse on April 11, 2007 at 7:02 p.m. Present
were: Phil Iverson, President and presiding officer, Steve Garbaciak, Carol
Hildenbrand, Enid Miller, Sandra Ostrowski, Dan Pursley and Norma
Matson, Secy. pro tem. Absent was Tracy Rodriquez. 9 guests were also
present.
The Board opened the meeting with the reciting of the
Pledge of Allegiance.
A motion was made by Garbaciak, seconded by Pursley,
to approve the March 14, 2007 Board meeting minutes. Motion
carried.
CORRESPONDENCES
- An unsigned letter addressed to the
Board was received. The Board will take no action on correspondence
that is unsigned.
- A member on Choctaw Trail wrote concerning fishing
lake issues. Iverson responded by e-mail.
- Members on Oneida Lane
expressed concern about leaves being blown into a nearby inlet, contributing
to need for dredging. A note in the Arrowhead will ask membersý cooperation
in keeping the lakes and inlets clear.
COMMITTEE REPORTS
RECREATION -Ostrowski
-
Ostrowski introduced Bill Hancock, operator of Marine Biochemists,
who has been retained to control algae in the Fishing Lake. He presented
background on small lake problems with weeds and algae, and outlined
his methods of analyzing and correcting them. He pledged to notify
Mark Webster 24 hours prior to treatment of the Fishing Lake, and
to post notices for relevant post treatment precautions. He also urged
Lake Iroquois members to keep him promptly informed of emerging problems.

Shoreline rocking is almost complete. A few are waiting until dredging
#2, at west end of fishing pond, is complete. Dredging #1 - $2000
budgeted, $1000 used. The area is seeded.
- Balloons and streamers
have been received to address the buzzard problem at the beach. Tom
Mueller will determine when to put them up. The colors need to be
changed every two weeks.
- Mark Webster will arrange for purchase and
installation of second new dock at the marina.
- Ostrowski suggested
that seasonal labor be assigned to beach maintenance for 45 minutes,
morning and evening, between Memorial Day weekend and Labor Day, weather
permitting. Duties could include raking the beach, picking up litter,
servicing washrooms, putting up/taking down beach chairs and umbrellas
(if purchased), and reporting maintenance or security needs.
- Medicines
in emergency kit at pool house are current and stocked.
- Applications
are now being accepted for pool monitor/coordinator.
- Water aerobics
will be offered again this year.
- Pool sign needs to be moved and
updated.
A motion was made by Miller, seconded by Hildenbrand, to accept
the Recreation Report. Motion carried.
BUILDING & ROADS ý
Miller
Permit Requests:
- Permit to Gary Davis, 233, 234B, 286 N 070
E Road, to install an 8 X 10 shed, on skids.
- Request by Jacob McCoy,
271, 272B, 109 Iroquois Trail, to install a 45ý X 70ý backyard fence,
and to replace front deck, no change in size. Permit granted.
- Request
by Dave Meitz, 201A, ý 202A, 122 Choctaw Trail, for a 3 foot front
set-back variance, for a 28ý X 28ý attached garage with 28ý X 6ý covered
porch, with upstairs bedroom 12ý9" X 15ý with bathroom. Motion by
Garbaciak, second by Pursley, to grant variance after compliance with
sump pump discharge correction and installation of reverse-flow valve.
Motion carried.
Discussion of erosion on property at 247B Pawnee Drive.
Owner to be informed that damage must be repaired or LIA will do the
work and bill the owner. A motion was made by Miller, seconded by
Ostrowski, to obtain the ownerýs signed waiver to permit LIA to do
the work, if that option is chosen. Motion carried.
Drainage ditch
between new houses at 536B, 163 Huron Lane and 538B, 167 Huron Lane,
has not been completed per builderýs promise. LIAa will not turn on
water service for the house at 167 Huron Lane, and beginning May 1,
2007, builder will be charged a $50 per month, per house, penalty
until in compliance with LIA building agreement. Builder of these
properties also has a truck parked behind them, on LIA property, and
has been asked to remove it.
A motion was made by Miller, seconded
by Pursley, to seek recovery in Small Claims Court, on back dues and
fees owed by the owner of lots: 11B, 054 E 300 N. Township Road; 375B,
114 Shawnee Lane; 376B, 116 Shawnee Lane. Motion carried.
Erosion is
worsening where Iroquois Trail runs close to the drainage ditch. A
water main is close to the surface in one area where soil has eroded
away. Mark Webster will set up stakes to measure the extent and speed
of erosion over a few months. It was suggested that the Drainage District
at Watseka might be a resource for financing repairs.
Pursley made
a motion, seconded by Garbaciak, to accept the Building and Roads
report. Motion carried.
WATER-WASTEWATER ý Garbaciak
- Approx. 1,424,356
gallons of water were pumped in March which was 1000 gallons more
than in March of 2006.
- During the heavy rainfall in late March,
a surge of run-off rainwater invaded the sewer line through a break
at an unknown location, and several homes got water in their lower
levels. Illinois Meter Co. was contacted to check nearby sewer lines
with a TV device, but the problem has not been located. Garbaciak
moved, seconded by Miller, to authorize $2500 to pay for more extensive
searches of sewer lines, in hopes of finding the break before another
heavy rainfall has the potential to cause more flooding. Motion carried.

Mark Webster has installed a self-designed air lift at the sewer plant,
which is working very well.
- Webster will be flushing the water mains
on May 1, 2007.
- The Loda Sanitary District will meet April 18, 2007
at 7:00 pm at the Loda Village Hall.
- The large white "X"s painted
on area roads mark known elevations above sea level, to be used in
aerial reconnaissance for water line surveys.
Hildenbrand made a motion,
seconded by Pursley to accept the Water-Wastewater report. Motion
carried.
MEMBERSHIP ý No new members.
SECURITY (Pursley)

Security Officer Bill Willis worked 17 hours in March.
- Mr. Willis
searched for a group of three roaming dogs, and was able to catch
one. He advised that he is not equipped to safely apprehend and contain
stray animals. Mr. Willis was asked to research costs of a holding
cage, capture stick, heavy duty gloves and heavy leash.
- Two inoperable
and/or unlicensed cars remain on membersý property at 129 Comanche
Trail and 106 Pima Lane, and must be removed or stored out of sight.
Miller
made a motion, seconded by Hildenbrand to accept the Security report.
Motion carried.
FINANCE - Report submitted by Hildenbrand
- March bills totaled $23,570.87. A motion was made by Hildenbrand,
seconded by Pursley to approve March bills (paid in April) of $23,570.87. Motion.
-Char Mott was thanked for her diligence in contacting members owing
back dues and fees, and reducing the delinquent amounts to a small
figure.
- Pursley moved, seconded by Miller, to invest $90,000 in a
CD at best available rate, with a bank other than the holder of our
current accounts. Motion carried.
Hildenbrand requested an Executive
Session to discuss salary matters.
Garbaciak made a motion, seconded
by Pursley to accept the Finance report. Motion carried.
FACILITIES
ENGINEER (Webster)
- Webster will soon have prices for road surface
and pot hole repairs.
- Webster was asked to list and obtain prices
for tools and equipment needed to carry out repairs and projects around
the lake, i.e. battery charger, shovels, picks, etc.
AD HOC COMMITTEES
RULES
AND REGULATIONS COMMITTEE
Discussion was had regarding recommendations
from the committee in regard to the number of proxy votes that may
be held by a member attending the Annual Meeting. Miller moved, seconded
by Hildenbrand, to limit the number of proxy votes to two per voting
member attending an Annual or Special LIA meeting. Motion carried.

OLD BUSINESS
- Garbaciak moved, seconded by Miller, to
have lot 668B, 106 Dakota Drive surveyed, for the purpose of replacing
a property pin. Motion carried.
- Pool house work will be done "in
house" and completed by opening day.
- Formal complaint received from
eleven members residing on Dakota Drive. Board will review and consider
at the May Board Meeting.
NEW BUSINESS
- Pursley proposed that the question
of permitting only one garbage carrier to operate at Lake Iroquois
be placed on the Annual Meeting agenda.
- Dave Hildenbrand was thanked
for preparing a large, framed map of Lake Iroquois for display at
the Clubhouse.
- Joe Rousseau verified that the American Legion Hall
would be open at 1:00 pm, May 19, for
Annual Meeting preparations.
A
Motion was made by Ostrowski, seconded by Miller to go into Executive
Session at 11:00pm. Motion carried.
The Board returned to open session
at 11:16 pm.
A motion was made by Hildenbrand, seconded by Garbaciak,
to adopt the following wage rates, effective May 1, 2007:
Facilities
Engineer ý 3% increase, to $38, 989.70
Office Administrator - $8.25/hour
Security
Officer - $12.35/hour
Motion carried.
Garbaciak moved, seconded by Ostrowski,
to adjourn the meeting at 11:25 pm. Motion carried.
