LIA BOARD MINUTES
APRIL 8, 2008
The regular meeting of the board of directors of Lake Iroquois Association was convened at the
clubhouse on April 8th, 2009 at: 7:02pm. Present were: Steve Garbaciak, presiding officer; Darrell Aders, Ramon Martinez, Sandi Ostrowski,

Pledge of Allegiance.
Correction to March 11th meeting minutes: The final paragraph under NEW BUSINESS should read as follows:Garbaciak motioned, 2nd by
The board returned to open session at 10:45 p.m. Willis motioned, 2nd by Garbaciak, to appoint Darrell Aders, out of the three members who volunteered, to fill the board term vacated by Carol Hildenbrand, carried. Phil Iverson resigned from the board effective immediately. Willis motioned to go back into executive session at 10:55 p.m.carried. Willis motioned, 2nd by Garbaciak to return to open session at 11:00 p.m. Carried. The board accepted Phil Iversons resignation with regret and decided that due to the absence of board member Sandi Ostrowski, and the proximity to LIA board elections, the position will remain vacant until the annual meeting when the membership can vote on the vacant seat which term ends May of 2011.
After By-law review and discussion on filling an unfinished term vs. an expired term up for
election, the board felt at the April 8th board meeting that it would be best to take information collected at the annual meeting
under advisement and have the option of appointment as a consideration in filling the unexpired term vacated by Phil Iverson.
Motion
to accept the previous month's minutes as amended will be made in May.
Rodriquez motioned, 2nd by Ostrowski to formally appoint Steve
Garbaciak as LIA president until the annual meeting, carried.
CORRESPONDENCES:
Rob Frerich: E-mail will be addressed in roads and building
committee report.
Several calls in regard to the lake high water level will be addressed in the facility engineer report.

COMMITTEE REPORTS
RECREATION: Aders: Applications for pool monitoring
this summer have been received. Job description for pool coordinator is being reviewed. Contact and discussion with Bill Hancock on
enzyme treatment is ongoing. It was noted that the merry-go-round at the park is broken. Darrell will check what is needed to fix
it. Motion to accept recreation report by Willis, 2nd by Rodriquez, carried.
BUILDING AND ROADS: Willis:
No permits were
issued this month. Grey's Material has accepted the LIA bid for 2009 road and ditch work. Willis advised the board that Grey's will
hold the oil charge at the amount quoted, if oil prices increase during the duration of the project. An E-mail was sent to Rob
Frerichs on April 3rd, 5th, and 6th regarding who was responsible for landscaping and turning on water at 275/276B. Only
the facility engineer or those directed by the facility engineer have the authority to open and close water lines, and landscaping
is to be completed on or by May 1st. Reply E-mails on April 4th and 6th from Frerichs, did not provide the requested information.Motion by Willis, 2nd by
being turned on illegally, carried .

WATER WASTEWATER: Garbaciak: We pumped 1,288,430 gallons in
March, 198,770 more than February, and 101, 030 less than March 2008. Still a good trend. Mark performed normal maintenance on our
plants without major problems. On April 7th Vandervanter installed, adjusted and set special order parts for our back-up generator.
Mark has taken the test for his operators license again and we are awaiting the results. Mark is routinely monitoring our sewer
lines for storm water infiltration. Special thanks to Mark for the excellent tour of the water plants he gave to four interested members
on Saturday April 4th. Those who have toured the water plants have a much better understanding of Mark's present working conditions
and what needed improvements the water/waste water project will involve. Surveyors have located the new water/waste water site
with ribbons and markers. Mark and I met with the engineer from Shive-Hattory on 3-31-09 to discuss soil borings, equipment selection,
types of water treatment plants, and site proposals. We have another meeting on April 14th. Water tower renovation: Waiting on Governor and EPA director signatures to proceed. We may qualify for the 25% forgiveness and 0% interest on the loan, which would save
LIA approximately $130,000: $61,000 in cost and $69,000 in interest. This may delay the date the pool is opened for the season. I

FINANCE: Rodriquez:
March bills totaled: $19,374.52.
Rodriquez has completed the
financial organization project, making financial reports more accurate to date, and comprehensive. Suggestion to pay summer help two
times per month in June, July and August will be considered by the finance committee.
Motion to pay March bills by Rodriquez,
2nd by Martinez, carried.

FACILITIES ENGINEER: Webster:
Several
calls have been received in regards to the high lake level. The spillway at Lake Iroquois was designed to discharge water through
a grate level with full pool. Water will not discharge through grate unless the lake is above full pool. On occasions of heavy
or continuous rainfall, the facility engineer opens the overflow to hasten the process. Other than evaporation, there is no other
way to lower the water level. If the same amount of rain water flows into Lake Iroquois as flows out, the level stays the same, if more rainwater flows into Lake Iroquois than can be discharged through the spillway, the level will increase, when the rain stops
and the overflow can catch up, the water level will decrease until it is at full pool. At the point Lake Iroquois reaches full pool
the engineer will close the overflow. Martinez motioned, 2nd by Aders to acknowledge full pool to be level with the spillway grate
as designed, that the water level is to be managed by the facility engineer as directed by the board and all member questions or concerns
about the lake water level are to be addressed only to the board of directors, carried. The remainder of the facilities
report is covered under Water/Waste water.
AD HOC
Rod and Reel club planted 35 Blue Spruce around the boat/trailer parking area.
OLD
BUSINESS:
11B: Legal action is in motion. The property will be auctioned if forfeited back to LIA.
NEW BUSINESS:
Aders advised
the board that he contacted the recycling center mentioned in the March newsletter. The center runs on a deficit and will take small
donations at no charge, but will require financial aid from Lake Iroquois on large donations and should be removed from the Arrowhead
as a recycling resource. Norma will check to see if the LIA womens club has any prospects for recycle pick-up service. If not, the
semi trailer should be removed. The board asked Willis to remove two signs on lots that do not comply with LIA guidelines. The lot
owner has been notified previously about the same offense. Willis will send another reminder letter .Willis will have the roads and
building committee review the detached structure on multiple lots agreement for clarification on questions raised from the audience.
Willis will have a report hopefully by the next meeting.
