LAKE IROQUOIS ASSOCIATION
                                                                     January 12, 2006 Board Minutes
 
The regular meeting of the Board of Directors of Lake Iroquois Association was convened at the Clubhouse on January 12, 2006, at 7:05 p.m.  Present were:  David Hildenbrand, President and presiding officer;  Paul Hurckes, Assistant Treasurer;  Mark Portwood;  Phil Iverson;  Daniel Pursley; Enid Miller; and Norma Matson.  Mark Webster,  Char Mott and three guests were also present.
 
Motion by Pursley, second by Matson, to waive the reading of the minutes of the December 12, 2005 Board meeting, and accept them as presented.  Motion carried.
 
CORRESPONDENCE - E-mail from Richard Foellner ll, voicing objection to user fees adopted by Board action .
 
COMMITTEE REPORTS
RECREATION - Pursley - Job descriptions for Pool Monitors and Pool Coordinator will be presented for approval at the next Board meeting.
 
ROADS & BUILDING - Miller - Building Permit 
                                   11B - 054E 300N Road - Vince Rogers,  House
Complaint received about construction mud and rock on Wyandotte Drive.  Cleaned off by contractor.
 
WATER & WASTEWATER -Iverson - 1,435,510 gallons of water were pumped in December, up 100,000 gallons from November usage.  Webster is working with Greg Gustafson of Daily & Associates, Engineers, to prepare a pre-application for EPA funding, in regard to water plant work. 
Daily & Associates will draw up a new contract to specify what services they will perform for LIA. 
 
MEMBERSHIP - Matson - New Members
                       578B, 579B - 119, 121 Chippewa Drive - Robin and Marcia Stadeli - lots
                       635B - 126 Wyandotte Drive - Ron and Linda Swatkowski - house 
 
SECURITY - Portwood - Security Officer Bill Willis worked six hours in December, which he donated to LIA.
 
FINANCE - Paul Hurckes - Motion by Hurckes, second by Matson, to pay December bills (submitted at the January Board meeting) of $42,179.06.  Motion carried.
A CD in the General Fund, in amount of $40,151.05, will mature on January 15, 2006.  Hurckes moved, second by Miller, to renew the CD for 36 months, at 4.01% APY.  Motion carried.
Pursley moved, second by Miller, to rescind a statement in the December, 12, 2005 Board minutes under Finance; LIA decals for cars.... as follows: "Any person not putting on a sticker and parking on LIA property would be towed at their expense." Motion carried.
 
AD-HOC COMMITTEES
RULES & REGULATIONS - Sandi Ostrowski - The Committee will meet Tuesday, January 17 at the Clubhouse, and the meeting is open to all members.  The Committee requested that each Board committee chairman draw up a list of the duties, tasks and responsibilities that are pertinent to their job on the Board, to be printed in a guide for current and new Board members.
ILLEGAL DUMPING - Hurckes - The committee will meet soon to determine ways to manage the burn pile. 
 
FACILITIES ENGINEER - Mark Webster - Spending time cleaning out culverts.  The fluoride pump at the Water Plant was replaced and re-calibrated. 
EPA mandates we must have an Emergency Response Program, to cover all aspects of LIA operations.  This has been prepared, and copied into six binders, located as follows:  LIA office; Water Plant; pool; LIA truck; Char Mott; Board President Dave Hildenbrand.
 
OLD BUSINESS
Pursley - Aquatic Weed Control maintains it treated the fishing lake twice a month, May through September, in 2005, for the contracted price of $3,200.  Members living on the fishing lake dispute this statement.  The company will be required to sign off with a resident member for each treatment, and submit a written report of inspections and treatments. 
COPIER - Discussion held in the past concerning need for a new copier machine.  Suggestion that a firm, Copier World, sells re-built copiers with same warranty as a new machine.
WATER TOWER  - Webster stated the tower did not get drained down this fall to permit inspection to determine any need for repair.  It will be drained down in early Spring, and at that time the interior will be power washed, and inspected for needed repairs.
 
NEW BUSINESS -
Hildenbrand asked if LIA has any building regulations concerning retro-installation of geo-thermal heating systems for existing homes, and whether LIA would require a building permit. LIA building regulations do not address this new situation, and the Rules and Regulations Committee  was asked to add it to their agenda.
Weight limit restriction signs on LIA roads are posted for February 1 through April 30.  Mark Webster uses his discretion for date of lifting the restriction earlier, if conditions permit. Utilities, fire trucks, and school buses are exempt from these limits, but garbage pick-up, construction deliveries, and other over-weight delivery vehicles are not.
 
COMMENTS-QUESTIONS
Night-time walkers on LIA roads are urged to wear reflective items of clothing or carry flashlights, to avoid accidents.  Several drivers have reported frightening near-misses of walkers at night.
A member voiced concern that the September, 2005 issue of the Arrowhead was the last issue to contain the following financial statements,  which members are entitled to receive, and which are of interest to many:  General Fund, YTD;  General Fund Reserve, YTD;  Water & Wastewater Fund, YTD;  and Water & Wastewater Reserve Fund, YTD.  He asked that these financial reports be restored to the monthly mailings in the Arrowhead.
